The first year-end figures, for 31 March 2015, are ₹1,22,606 crore from RBI and ₹1,48,743 crore from the state's own book, and they include nine months of the new state's own borrowing.
This claim cannot be checked, and the honest thing is to say so rather than reach for a nearby number. The state came into existence on 2 June 2014. Its share of the undivided state's debt was set by apportionment under the Reorganisation Act, and no auditor published a figure for that day. The earliest published year-end is 31 March 2015. By then the new state had borrowed on its own account for nine months, so neither of those figures is the number the claim is about. RBI and the state's own book also disagree with each other by ₹26,000 crore for that same date, which is a reminder that even the published figures depend on what is counted.
